Twenty questions, one hour, 75% to pass, and the regulations open in front of you. On paper, the FIFA Football Agent Exam looks friendly. In practice, you have three minutes per question to find the right answer in more than a thousand pages. Here is how the exam works, according to FIFA's own documents, and how to prepare for it.
The format, as FIFA describes it
FIFA's official page describes 20 multiple-choice questions in 60 minutes, with 75% needed to pass, taken on your own laptop and internet connection. Circular no. 1827 specifies that each question is worth 5% of the total mark: you need 15 good answers, so five mistakes at most. It also warns that a question can have one or several correct answers.
The January 2026 study materials add the rest: since June 2025 the exam is held online with remote invigilation, each candidate receives questions generated by the Platform, and you can answer in English, French, German or Spanish. In 2026, candidates also had to complete a technical readiness check before exam day.
Open book: what it really means
The exam is open book, but in a precise way. The 2026 study materials state that only the study materials available inside the exam interface may be used, and that no printed copies are allowed. The 2026 compilation runs to 1,010 pages.
Do the maths: 60 minutes, 20 questions, three minutes each, including reading the question, checking every option and confirming in the text. You will not find an answer you have never seen. Open book helps you confirm what you already know, not discover it on the spot. That is why preparation still decides everything.
Remember. The book is a safety net, not a strategy. A candidate who knows where the 14-day and 30-day deadlines sit in the regulations confirms in 20 seconds; a candidate who searches from scratch loses five minutes and the thread of the exam.
What the exam covers
The study materials FIFA published in January 2026 have two chapters. The first gathers the texts candidates study: seven FIFA regulations and three FIFA materials. The second adds support materials: FIFA circulars, FAQs on the regulations and decisions of the general secretariat on agents.

Two rules from the introduction of those materials matter. Regulations that change after publication do not affect the exam. And the 2026 exam did not feature the provisions of the agent regulations suspended by circular no. 1873. A preparation plan that holds up
- Start with the agent regulations. Licence, representation agreement, minors, service fees, obligations, disputes: it is the core of the job. See How to become a FIFA football agent.
- Then the RSTP, the longest text and the richest in figures: the RSTP for the agent exam.
- Then the procedural texts: the Football Tribunal, the Disciplinary Code, the Clearing House.
- Finish with the Statutes, the Code of Ethics, FIFA Guardians and the Ethical Recruitment Guide.

- In the last weeks, sit full mock exams in 60 minutes, under exam conditions.
On exam day
- Do the technical check early. A laptop or connection problem is the most avoidable way to lose a year.
- Keep to three minutes. If a question resists, flag it and move on, then come back with the time left.
- Read every option on its own. Several answers may be correct: do not stop at the first one that looks right.
- Use the text to confirm a deadline or an amount you already have in mind, not to read a whole chapter.

If you pass, if you don't
If you pass, you have 90 days to pay the licence fee, or your application is declared void (art. 7.3 of the agent regulations). If you fail, circular no. 1827 allows you to retake the exam on the next available date, and to ask within five days of the notification for a review of your result. With one edition a year, a failed exam usually means waiting a year: worth preparing properly the first time.
